Organization Background:

Belmont House (located near Bay/Bloor) is a charitable, non-profit, Christian home for seniors offering long term care and retirement living. For more than 165 years we have provided quality care to our residents in a safe and stimulating home environment. We are the “Seniors’ Home of Choice” helping our residents maintain independence, choice, dignity and privacy.  Due to an upcoming retirement, Belmont House is seeking a Director of Finance and Information Management.

 

Position Summary:

Reporting to the Chief Executive Officer (CEO), the Director of Finance and Information Management is a member of the Senior Management Team and is responsible for all aspects of the Finance Department including day-to-day accounting functions, overseeing and improving the methodology of all accounting functions, department policies and procedures, budgeting and ensuring payroll is accurate and remitted on a timely basis. This position will also oversee the use of technology and the management of information with assistance from IT personnel (a purchased service) including leading, planning, developing, implementing and managing the Company’s IT framework.  In addition, this position is responsible for identifying trends in information technology that can be applied to Belmont practices to support Belmont’s leadership role in Long Term Care and Retirement Living.

 

Qualifications:

  • Post secondary diploma/degree in Accounting and a CPA designation is required.
  • Minimum five years of related experience in healthcare and not-for-profit accounting (preferably in a long-term care setting).
  • Previous supervisory experience and/or training in required.
  • Must have previous working experience using Sage software.
  • Strong knowledge in Windows and MS Office (Word, Excel, PowerPoint).

 

Major Responsibilities:

(Other duties may be assigned by the CEO)

 

Finance

  • Oversee and maintain all aspects of the Finance department.
  • Manage balance sheet and optimize cash flow. Ensure that the financial assets and interests of the company are protected through the design and implementation of systems and procedures within approved policies.
  • Ensure Internal Control, Procedures and Best Practices are maintained and updated as required.
  • Responsible for annual Year-end financial and Trust audit and communicates with third party auditors.
  • Implement and manage the annual budgeting process and provide financial analysis to support the company’s Strategic planning.
  • Develop schedules for the annual budgeting process and long-term financial planning.
  • Oversee and manage the annual Capital Budget requirements.
  • Participate in departmental planning to identify fiscal and human resource needs, and the effective use of resources.
  • Provide financial analysis for proposals to ensure consistency.
  • Provide monthly analysis of results and key ratios.
  • Co-ordinate and approve MOHLTC submissions, CRA and City of Toronto submissions.
  • Co-ordinate issuance of monthly and annual reporting package to management, Board of Directors and other stakeholders.
  • Co-ordinate and control the financial records and reporting of the Belmont House Foundation.
  • Develop effective purchasing and contract management policies and procedures and ensure compliance.
  • Recruit, supervise, evaluate and trains Finance employees as required
  • Make recommendations to the CEO, Board of Directors and other Senior Management regarding cost effectiveness and efficiency; assist Departments with budget preparation and application of Finance Policies and Procedures.

 

Payroll

  • Oversee Payroll functions including statutory deductions (CPP, EI, Tax), union dues, Employer Health Tax, WSIB and pension contributions.
  • Provide financial and compliance supervision of employee pension plan

 

Board of Director Responsibilities

  • Report monthly results to the Finance and Audit Committee and Board of Directors.
  • Serve as resource to other Board of Director’s Committees as required.

 

Information Management

  • Oversee and maintain overall responsibility for all aspects of the Systems department.
  • Conceptualize, evaluate, and implement information technology and management strategies, plans, standards, procedures and priorities.
  • Recommend long-range and short-range management information system plans and budgets to the CEO.
  • Implement and monitor all automation and information technology programs, ensuring the effectiveness of programs and that goals, schedules, and budgets are met.
  • Review and advise on purchases of all hardware, software, and automation-related services.
  • Act as the Privacy Office for the Company and ensure private information is stored, secured and accessed according to Company policy and privacy rules and regulations.
